1. GENERAL PROVISIONS

The Department of Information and Telecommunication Networks (hereinafter – ITN) is one of the structural units of the Educational and Scientific Institute of Telecommunication Systems (hereinafter – ITS) of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”, which conducts educational, methodological and scientific activities. 1.1. The department is created on the condition that it consists of at least five scientific and pedagogical workers, for whom the department is the main place of work, and at least three of them have a scientific degree or academic (honorary) title. The decision to establish the department is made by the Academic Council of the University. Based on this decision, the rector issues an order to establish the department.

1.2. The Department of ITN is part of ITS. The staff of the department consists of scientific, scientific and pedagogical, engineering and technical staff, teaching and support staff, doctoral students, graduate students.

1.3. The staff list of the department is approved by the rector of the university on the proposal of the director of ITS.

1.4. In its activities, the Department of ITN is guided by the Constitution of Ukraine, laws and other regulations of Ukraine, the Statute of Igor Sikorsky Kyiv Polytechnic Institute, the Rules of Procedure of Igor Sikorsky Kyiv Polytechnic Institute and this Regulation.

1.5. Issues that are not reflected in the Regulations are resolved by the rector of the university, the management of ITS or the head of the department in accordance with specific circumstances in accordance with applicable law.

1.6. Regulations on the department are developed on the basis of the standard regulations of the university and approved by its rector.

2. MAIN TASKS OF THE DEPARTMENT

2.1. Ensuring the educational process in accordance with the standards of education for students to obtain higher education. Carrying out at a high level of educational activity, which provides obtaining higher education of the appropriate degree in selected specialties.

2.2. Providing practical training of studying at the department, through the internship at enterprises, institutions and organizations in accordance with the agreements concluded by the university or in its structural units that provide practical training.

2.3. Carrying out educational, scientific, innovative, international and other activities.

2.4. Ensuring the creative activity of participants in the educational process. Preservation and increase of moral, cultural, scientific values ​​and achievements of society.

2.5. Establishing international relations in conducting international activities of the university in the field of education, science, sports, arts and culture.

2.6. Providing training for graduate and doctoral students and specialists of innovative type;

formation of modern scientific personnel potential, able to ensure the development and implementation of innovative scientific developments;

improving the efficiency and quality of research and dissertation work of doctoral students, graduate students and applicants of the department;

determination of topics of research and dissertation works of doctoral students, graduate students and applicants of the department;

determination of directions and planning of further actual scientific and practical researches in the field of telecommunications;

ensuring the connection of the results of dissertations of doctoral students, graduate students and applicants of the department with research programs, plans, topics of research and development work performed by research departments of the university or external organizations and institutions;

2.7. Development of textbooks, manuals and scientific works, methodical and other publications on the profile of the department and ensuring the academic presence of the department on the global Internet.

2.8. Organization of internships and advanced training of scientific-pedagogical and scientific workers of the department.

2.9. The activity of the department is carried out on the basis of the annual work plan of the department, which covers the areas and tasks specified in this Regulation. The work plan of the department is discussed and approved at its meeting.

2.10. The main tasks of the department are discussed at the meeting of the department. Decisions made at the meeting of the department are binding on its employees. Meetings of the department are held at least once a month. Scientific-pedagogical and scientific workers of the department take part in the meeting of the department. A meeting of the department is considered valid if it is attended by at least two thirds of scientific, pedagogical and research staff for whom the department is the main place of work. Decisions of the department are made by a simple majority of votes present at the meeting of the department. During the meeting of the department a protocol is kept, which is signed by the head of the department (his deputy) and the secretary of the department. Other persons may be invited to the meeting of the department.

3. FUNCTIONS OF THE DEPARTMENT

In the field of educational process:

3.1. ensuring the conduct of classes, the implementation of control measures in the disciplines of the department in accordance with the standards of higher education and regulations on the organization of the educational process, curriculum and programs of disciplines;

3.2. submission of proposals to the dean’s office of ITS on the formation of the schedule of classes;

3.3. providing practical training of students in the specialties of the department;

3.4. organization of concluding agreements to provide practical training for students;

3.5. preparation of students for participation in competitions, contests;

3.6. implementation of certification of students in the specialties of the department, ensuring the effective work of the relevant examination commissions;

3.7. organization and conducting of entrance examinations and additional entrance examinations for the second level of higher education for obtaining a master’s degree;

3.8. appointment and organization of work of curators of academic groups;

3.9. participation in the entrance examinations for the third level of higher education for the degree of Doctor of Philosophy.

In the field of methodical activity:

3.10. development of the sequence of studying disciplines (structural-logical schemes), educational and working curricula in the specialties of the department;

3.11. development of programs of educational disciplines of the department, programs of practical training;

3.12. development of topics of individual tasks and certification works for obtaining a degree of higher education, respectively;

3.13. creation of textbooks, manuals, other educational and methodical publications on disciplines of the department;

3.14. development of tools for assessing the competencies of students acquired in the learning process and the criteria for such assessment, rating systems for assessing student knowledge;

3.15. review and examination of educational and methodical publications in the disciplines of the department;

3.16. organization and holding of methodical, scientific-methodical seminars of the department;

3.17. providing guidance, reviewing, consulting certification work to obtain a degree of higher education;

3.18. development of educational (educational-professional and educational-scientific) programs in the specialties of the department;

3.19. participation in the development of information packages of faculties (educational and scientific institutes), which include the department.

In the field of research and innovation:

3.20. ensuring highly effective scientific and innovative activities of the department:

conducting research and teaching staff, doctoral students, graduate students and students of the department and employees of scientific departments that are part of ITS, research in the approved areas of development of science and technology, areas of innovation;

3.21. organization of training of scientific personnel of the highest qualification in fundamental, natural and engineering directions with involvement in scientific supervision of undergraduates and postgraduate students of leading scientists of the university and academic institutes;

3.22. strengthening the research component in the curricula for masters and involving them in the implementation of research;

3.23. participation in the development of innovation structures on the basis of the university (science park, technology park, business incubators) in the priority scientific areas of the department;

3.24. implementation of measures to create objects of intellectual property rights and protection of intellectual property rights, as well as technology transfer, in particular through the innovative environment of the Science Park “Kyiv Polytechnic”, and the implementation of license agreements;

3.25. implementation of international research projects and programs, grants, agreements commissioned by foreign organizations and companies;

3.26. implementation of organizational and methodological measures to increase the citation of scientific papers of employees of the department, expanding the presence of their scientific publications in journals and conference proceedings included in international scientometric databases (Scopus, Web of Science, etc.).

In the field of organizational activities:

3.27. providing proposals for the formation of staff and staffing;

3.28. organization of quality control of educational classes, practical training of students;

3.29. establishing and maintaining relations with structural units of the university and other organizations;

3.30. assistance in professional development of scientific and pedagogical employees of the department and employment of employees;

3.31. organization of activities for career guidance and involvement of people in training in the specialties of the department;

3.32. preparation of the necessary documents for licensing and accreditation within the specialties of the department;

3.33. organization of work on the creation and maintenance of the official website of the department (3-5 interesting materials per week, aimed at the target audience) and information and telecommunication system “Electronic Campus” in accordance with the Regulations on the standard website of Igor Sikorsky Kyiv Polytechnic Institute;

3.34. providing information about the results of the department;

3.35. ensuring the participation of employees of the department in the work of expert councils, commissions, groups of the Ministry of Education and Science of Ukraine, specialized scientific councils;

3.36. document management and ensuring the transfer of documents for archival storage;

3.37. determining the rating of scientific and pedagogical staff of the department;

3.38. creation and maintenance of information and communication resources in the domain zone of kpi.ua university.

In the field of international activities:

3.39. preparation (together with the LCA) of draft agreements on cooperation with departments of foreign universities and organization of their implementation;

3.40. initiating, conducting, forming the program of international conferences at the level of the department, faculty, educational and scientific institute;

3.41. preparation of project proposals for participation in international competitions, programs, funds, grants;

3.42. participation in international research and publication in international publications;

3.43. delegation of employees for I participate in international conferences, seminars, competitions, exhibitions;

3.44. providing training for foreign students;

3.45. development of academic mobility through participation in international programs and projects;

3.46. making proposals for the creation of joint structures with foreign partners (laboratories, centers, research groups, editorial teams, consortia, etc.);

3.47. ensuring the participation of employees of the department in international professional organizations (mechanics, electricians, materials scientists, welders and other similar professional associations);

3.48. coverage of the results of educational and scientific activities of the department in English.

4. MANAGEMENT BODIES OF THE DEPARTMENT

4.1. The department is managed by the head of the department, who cannot hold the position for more than two terms.

4.2. The head of the department must have a scientific degree and / or academic (honorary) title in accordance with the profile of the department.

4.3. The head of the department is elected by secret ballot by the Academic Council of the University for a term of five years, taking into account the proposals of the ITS staff and the ITM department. The rector of the university concludes a contract with the head of the department.

4.4. The head of the department ensures the organization of the educational process, the implementation of curricula and programs of academic disciplines, controls the quality of teaching disciplines, educational and methodological and scientific activities of teachers.

4.5. The head of the department ensures the fulfillment of the functions of the department and the execution of orders, instructions and instructions of the rector of the university, director of ITS, creation in cyberspace (global Internet) of a holistic positive image of the department as a university unit capable of competing in the international market of educational and scientific services.

4.6. The head of the department is subordinated to the dean of the faculty (director of the educational and scientific institute) and acts on the basis of job description and contract conditions.

4.7. According to the Regulations on the scientific head of the subdivision (institute, faculty, department) the scientific supervisor and scientific consultant can be elected at the department.

4.8. The department is financed within the ITS funds. Organizational support of financial, economic and scientific activities of the department can be carried out through the relevant departments at the level of ITS.

5. TERMINATION OF ACTIVITY OF THE DEPARTMENT

5.1. Termination of the department is carried out by its reorganization or liquidation.

5.2. The activity of the department is terminated by the order of the rector in the order and on the conditions provided by the Charter of Igor Sikorsky Kyiv Polytechnic Institute and the current legislation of Ukraine, by decision of the Academic Council of the University.
